Working
with US EPA Region 10 to develop and present training and outreach related
to the Federal Air Rules for Reservations (FARR), the first regulation
on air quality specific to tribal reservations in the US. The outreach
will help EPA ensure that tribal environmental staff and government
officials understand the requirements of the FARR and considerations
underlying key provisions of the rule. Designing the curriculum and
developing culturally appropriate training materials. Placing special
emphasis on the open burning provisions in the rule. Beginning in early
2005, EI will conduct a minimum of three 1½-day training sessions
to representatives of the 39 reservations in Idaho, Oregon and Washington.
EI will provide EPA with a summary report following the training. *top

project management assistance on a project that provided US EPA Region
10 with information allowing them to integrate existing pollution prevention
activities, implement regional programs that complement state program
efforts in pollution prevention and prioritize pollution prevention
opportunities within the divisions. The project involved interviews
with regional and state representatives, development of an inventory
of current pollution prevention activities, determination of gaps and
overlap between the states and US EPA Region 10 and identification of
opportunities to improve pollution prevention assistance. *top
Performed
several TSCA waste and RCRA hazardous waste surveys for off-site naval
ship decommissioning facilities and prepared a RCRA hazardous waste
and TSCA inventory report. Organized and interpreted analytical laboratory
data and report and prepared an in-depth regulatory analysis of the
Occupational Safety Health Act Asbestos Standard and its applicability
to specific job tasks. *top
On
behalf of US EPA, directed an assessment of the management of hazardous
waste at educational institutions. The assessment focused on universities,
colleges, secondary schools and vocational schools. The resulting report
contained an overview of the RCRA statute and regulations that may be
applicable to educational institutions; a discussion of the schools
and the types and quantities of waste they produce; a description of
environmentally sound methods for treating, recycling, storing and disposing
of these hazardous wastes; the major problems faced by schools in handling
their hazardous wastes; and recommendations for improving current waste
management practices. It formed the basis of a report to Congress. *top

of Recycling Program, Tennessee
For
an air conditioning and refrigeration supply company, ensured that CFC
recovery operations complied with regulatory requirements. Supervised
handling of CFCs from drop-off by repairperson to shipment to manufacturer
for recycling. Also developed an office recycling program to recover
materials and reduce waste disposal costs. Conducted training of facility
personnel regarding the recycling program. *top
Evaluated
compliance with solid waste management requirements and related permit
issues at a pulp and paper mill in Washington State. Developed hazardous
waste management plans (training program, inspection plan and contingency
plan), emergency procedures/emergency response plans, and guidance procedures
(for facility technicians and managers) designed to implement the plans.
Researched, developed and prepared annual pollution prevention plan
progress reports to submit to the Washington State Department of Ecology.
Updated the site-specific Spill Prevention Control and Countermeasure
(SPCC) Plan to address facility upgrades. Included SPCC Plan as an appendix

management and review assistance for a pollution prevention and waste
minimization project for an equipment manufacturer. The project resulted
in key process changes and a substantial decrease waste management costs
over a two-year period. Helped client develop a hazardous materials
management plan that reduced the quantity of hazardous materials generated.

the Department of Energy’s Hanford site in Eastern Washington.
The project involved working with facility personnel to evaluate the
existing waste management practices and procedures, review the guidance
and documentation, and prepare revised manuals incorporating more effective
waste minimization and handling practices.

Supported
the efforts of the Fort Lewis Public Works Department to design and
implement the pollution prevention program at Vancouver Barracks and
Camp Bonneville in Vancouver, WA. The project included preparation of
a pollution prevention plan, amendments and annual progress reports,
including process-specific activity indices. *top
For
the City of Normandy Park, developed and produced a Best Management
Practices (BMP) pamphlet for city-wide distribution. The goal of the
pamphlet was to educate the public about the impacts of poor construction
practices on water quality and fish listed as threatened under federal
and state Endangered Species Acts. Assisted the City in evaluating management
practices for their benefits to threatened species, water quality and
human health. Interviewed city personnel and private contractors regarding
current practices. For the Planning Department, identified training
opportunities to improve the department’s ability to monitor construction
activities for impacts to water quality. *top
For
an energy company, updated facility hazardous waste management programs
and assisted facility personnel in preparing and shipping hazardous
wastes. Project included preparation of a summary of recycling opportunities
for facility operations and a summary of pollution prevention and hazardous
waste generator requirements. Provided a checklist of waste generator
requirements for hazardous waste managers at the facility and developed
hazardous waste management (HWM) plans each consisting of a training
program, inspection plan and contingency plan. Drafted guidance procedures
for facility technicians and managers to facilitate implementation of
the plans and trained facility personnel on the use of the HWM plans
and procedure implementation. *top
Conducted
a series of performance reviews to determine the adequacy of oil spill
prevention and response under Alaska law and the federal Oil Pollution
Act of 1990, culminating in a report that was used to improve government
and industry oil spill prevention and response processes in Alaska.
The project included reviews of industry policies and practices as well
as federal and state interagency coordination. Determined whether legal
requirements for the contingency planning and response processes had
been met and whether the requirements had reduced the risk of oil spills
in Alaska. Also reviewed how natural resource damage assessment relates
to the oil spill response effort. *top
With
support from the Gulf of the Farrallons National Marine Sanctuary, developed
an oil spill contingency plan for the Central California area. Also
devised a damage assessment plan for determining the number and species
composition of affected birds on beaches after oil spills and designed
the data collection and analysis techniques for the assessment. In addition,
developed protocols for determining injuries from spills on behalf of
the California Oil Spill Emergency Response Office and participated
in numerous oil spill drills to improve the efficacy of oil spill responses.

Oil
and Hazardous Substance Response Planning, Japan
Assisted
NAF Misawa in creating an OHS response plan. NAF Misawa is the Facility
Incident Commander for Navy incidents in northern Japan. Jet fuel is
piped and railed to NAF Misawa for use by the US Navy and Air Force.
Equipment was inspected at both the fuel terminal and air base and hazardous
substance information was collected. Worked with the organizations to
coordinate a response structure for deployment during a spill response.

and Hazardous Substance Pollution Contingency Planning, Japan
Redesigned
Naval Forces Japan's out-of-date oil spill and hazardous substance release
response plan to address changes to regionalization of environmental
management in Japan. To complete this project, the Japan Environmental
Governing Standards, the Overseas Environmental Base Guidelines Document
and other Navy instructions were evaluated to streamline and update
the plan. *top
