EMS Gap Analysis and Implementation Support

US Army Kwajalein Atoll (USAKA), home to the Reagan Test Site, plays a central role in the nation’s space and defense programs. Located on the world’s largest coral atoll surrounding the world’s largest lagoon, USAKA provides extensive range and support facilities for US space operations, missile testing and related training. In addition to its role in national security, USAKA has exerted its leadership in environmental management and vulnerability assessment within the Army by developing a strategic plan including an assessment of environmental regulatory and physical encroachment risks and impacts. EI assisted the installation with integrating its environmental database, risk assessment and mission requirements into an overall environmental management system (EMS).

An initial step in this integration process required an independent self-assessment, also known as a gap analysis, against identified current environmental conditions. EI was contracted to assemble a team of environmental management specialists, engineers and scientists on Kwajalein. To that end, EI reviewed USAKA documents, plans, policies, procedures and databases, and conducted a site visit to USAKA to conduct additional document review, tour appropriate range areas and facilities and interview a cross section of the installations key personnel. In an intensive effort, EI professional staff reviewed documents and data and interviewed personnel from some 35 USAKA departments. During the facility inspections, site tours and personnel interviews, EI assessed the adequacy of policies, plans, procedures, sampling and collection programs, data collection and management, and overall range management oversight. EI produced a report and briefing for the USAKA commander and management staff providing an assessment of current status, policy and regulatory deficiencies as well as needed steps and corrections required to ensure the continued viability and function of this critically important range and testing facility.

Following the completion of this gap analysis, EI provided EMS planning and implementation support, including preparation of an EMS manual with all necessary procedures. Assisted the installation with the identification of a list of aspects and impacts covering all activities and processes, developed and applied a ranking procedure for the aspects, and assisted with the development of objectives and targets. Drafted procedures to cover nonconformances, corrective and preventive actions, EMS audits and management review. Prepared training materials and conducted EMS awareness training for approximately 2,200 employees at the installation. Provided more in-depth training to USAKA’s EMS team to ensure the EMS functions as intended and helps USAKA meet the goal of continual improvement.
