Portland Harbor

Grand Ronde, Umatilla, Siletz, Nez Perce, Warm Springs and Yakama Tribes

On behalf of six tribes, EI provided technical and strategic support for a cooperative natural resource damage assessment at the Portland Harbor Superfund site in Oregon. The support included the development of a conceptual site model that identified potential pathways and injuries for resources, including salmonids, sturgeon, lamprey and others that are a concern to the Tribes. The project involved close coordination with the National Oceanic and Atmospheric Administration, the U.S. Fish and Wildlife Service, the Oregon Department of Fish and Wildlife and at least ten potentially responsible parties. EI coordinated with these parties to develop a base of information from which to determine injuries, and participated on committees to develop toxicological profiles for contaminants of concern at the site.

EI also provided support to address potential injuries to Tribal resources at the Portland Harbor National Priorities List sites. Assisted the tribes in prioritizing cleanup actions and represented the Tribes at key site meetings. Reviewed and provided comment on key documents, including environmental evaluations, work plans, remedial investigation/feasibility studies, remedial action plans and human health and ecological risk assessments. Also provided testimony to the Governor of the state of Oregon and legislators comprising the Lower Willamette Cleanup Authority on two different occasions regarding the Tribal perspective on the progress of the remedial investigation for the Portland Harbor Superfund Site and key issues of Tribal concern to be addressed.
