











NEPA/Federal Highway Administration (FHWA) Environmental Justice Discipline Report
Skagit River Bridge Modification and Interstate Highway Protection Project
Skagit County, Washington, in cooperation with municipalities, two dike districts, the Washington Department of Transportation (WSDOT), and the Federal Highway Administration (FHWA), has initiated an environmental review process for the Skagit River Bridge Modification and Interstate Highway Protection Project. The Project is investigating opportunities to reduce the potential of catastrophic Skagit River flooding through modification of the existing levee system. As part of this project, EI is preparing an Environmental Justice Discipline Report (EJ DR) in accordance with federal National Environmental Protection Act (NEPA) and Federal Highway Administration guidelines to analyze potential EJ impacts for each of the alternatives evaluated under the project. The project includes a demographic analysis to identify potential EJ communities within the project area; a site visit including interviews with and surveys of residents in potential EJ areas to groundtruth the demographic analysis; developing recommendations to Skagit County for community outreach targeted toward these communities; attendance at outreach meetings; and development of a draft and final EJ DR that incorporates information on project impacts, proposed mitigation measures, and information gained through outreach. The project requires significant coordination with the lead NEPA contractor, the County, WSDOT, and FHWA.
