











EMS Training and Implementation
Northwest Division of the US Army Corps of Engineers
To help the Northwest Division of the US Army Corps of Engineers (NWD) meet the mandates of Executive Order 13148, EI assisted 12 of the NWD’s dams with environmental management system (EMS) development and implementation. The project included training and technical support to ensure each dam was able to successfully implement an EMS. The 12 dams are located in the Seattle, Portland and Walla Walla Districts of NWD and are operated for hydropower production, fish and wildlife protection, flood control, recreation and navigation. EI’s EMS team designed and presented a training program covering the full EMS cycle and conducted multiple training modules presented at various locations throughout the Northwest. The trainings ranged from ½ day sessions on particular facets of the EMS to three-day, in-depth sessions on larger EMS concepts and/or phases. In addition, EI provided telephone and in-person support to each dam over the course of EMS development and implementation to deliver advice and technical support focused on the particular problems and issues of each facility. The project resulted in robust and effective EMSs at all of the dams, with buy-in, understanding and support from staff at the facilities.
