Transportation
infrastructure is a key component of the urban and exurban environment.
EI staff have played key roles in management and assessment of transportation
projects' impact on the environment, and evaluation of the implications
of the transportation-land use connection for major transportation projects
of all types. We have helped to fashion and implement innovative strategies
for federal, state and local permitting of transportation projects,
resulting in better, more cost effective projects. Our experience includes
light rail, commuter rail, heavy and freight rail, freeways and interchanges,
all types of bus and maintenance facilities.
Expansion
and/or update of transportation can be a politically-charged issue with
a public concerned about the impacts of such development on the environment
or their own well-being. Our technical evaluation and environmental
compliance expertise, coupled with our facilitation and conflict resolution
expertise attain timely results consistent with constrained budgets
and respectful of community concerns.
EI
can assist agencies in planning, permitting, and ensuring regulatory
compliance for transportation projects large and small, while ensuring
that any project is cost-effective to meet budget constraints. With
planners, scientists and attorneys on staff, EI will ensure that NEPA
and related state reviews are fair, technically impeccable, and defensible
in compliance with legal requirements, thus avoiding the pitfalls of
litigation that can ensnare even seemingly simple projects. EI can also
assist with developing and implementing mitigation plans. Finally, EI
staff have worked on some of the most interesting Transit-Oriented Development
projects in the country and can assist in developing strategies for
maximizing the potential for TOD in planning and implementing transportation
capital investments.
